Experience of the European industrial policy (case of South-East European countries) (ინდუსტრიული პოლიტიკის განვითარების ევროპული გამოცდილება (სამხრეთ-აღმოსავლეთ ევროპის ქვეყნების მაგალითი))

Abstract

The paper analyzes the features of the industrial policy development of the South-Eastern European countries, which were caused by the need to coordinate the interests of the development of the national economy and integration with the European Union. In the stages of development of the industrial policy of the South-East European countries, the features of the transition from vertical industry to horizontal, sectoral industrial policy to decentralized territorial policy, the problems of reindustrialization after the 2008 global financial crisis are discussed. Based on the analysis, the challenges related to the multi-level management of "smart specialization" were identified, including: ineffective coordination mechanisms; lack of trust and territorial differences between government members and actors; Difficulty in forming a unified vision; agenda and expectations at territorial levels; Absence of clear political commitment to achieve active engagement, adoption of mutually exclusive measures, etc.
