The history of currency development and the need for additional monetary means has led to the creation of a crypto currency that has had a substantial impact on the financial world. The world’s largest companies have received crypto currency in the form of payment. At the same time, in a number of states the creation of regulatory legislative acts on virtual currency is underway. The paper aims to study a cryptographic currency and its positive and negative consequences, main trends of development in the world and particularly, in Georgia. The paper is based on the qualitative and quantitative methods of research. Also, we have analyzed the content of the legal documents. We used the method of statistical analysis and the reviewed practical examples of other countries. In addition, we used questionnaires and interviews of civil society members in Georgia for gathering information and to assess the tendency of public attitudes toward crypto currencies. Georgia can be said to be an emerging space for the development of cryptographic currency market because there is no adequately developed regulatory framework, there is a huge risk for a sustainable and inclusive development of the economy, as well as the public and its welfare. The question of regulation of cryptographic currency is problematic for all countries, including Georgia, because it is the case when the theoretical issue is not properly studied and consequently it is difficult to develop adequate policies. Based on the research we can conclude that the establishment of crypto currency is a serious threat to the central banks to produce official macro-economic statistics, which creates problems for the correct implementation of monetary policy. At the present stage there is no joint approach to regulating virtual currencies. However, the central banks of the world continue to cooperate in formulating a common approach.Item The digital economy: the challenges of science and politics(Ivane Javakhishvili Tbilisi State University Press, 2019) Lekashvili, EkaWhat should economic policy makers consider in process of developing economic strategies to tackle the challenges of the digital revolution and to take advantage of its progressive outcomes, and what are the threats to technological development that will allow industry 4.0 to have a negative impact on economic policy? To answer these questions, we aimed to conduct a bibliographic study based on the of modern advanced scientific papers and to systematize the expectations and challenges of the economic development of the digital economy using induction and deduction methods. The results of the study will help us to foresee the future concept of economic policy. During the research process, we selected the most recent and highly rated scientific papers, identified the results of the research using the induction method, and finally finalized the grouping of the results of the analyzed analyzes – systematization. In the research process, we have studied the works of Kovaks (2018), Nguyen et al (2019), Bosler and Holt (2012), Remeykenes, Gasparenier and Schneider (2018), Ukolov et al (2018), Baur, Hong and Lee (2017) and others, containing subjective assessments of the development of Digital Economics on Problems such as Digital Economics in relation to the economic growth, the theoretical economic model, productivity, the shadow economy, various institutional mechanisms. The work presents a bibliographic study of contemporary scientific papers on the problems of digital economy. The systematization of the results of the analyzed scientific literature shows the multitude of expected negative outcomes whose existence and origin will require greater literacy from the modern citizen and government. The negative effects are linked to a number of uncertainties, the expected decline in the employment of underaged people, the increase in stressful working conditions of managers, the unfair distribution of income, the growth of the digital shadow economy, cybercrime, the rise of ill-advised financial gain that will enhance financial sector and increase the value of speculative assets. The links between financial centers and political power will become even more important. As a result, economic policy regulation will be complicated. From an economic point of view, digitizing the economy may require huge additional costs, but ongoing operations reduce the costs of searching, multiplying, transporting, tracking and verifying information. However, the emergence of digital money accelerates turnover. It is cheaper, faster and more global in content than traditional cash. In order to facilitate the formation of databases, it will be necessary to develop an information production accounting methodology. In order to fi nd effective management tools for these and other challenges, it is important to establish a new economic mindset on the basis of which a new economic model in the form of a digital economy should be explored. There is a need to diversify research into issues such as expanding the database of cryptocurrency studies; Research on the legal, economic and regulatory issues of cryptocurrencies; Issues of information asymmetry; Theoretical development; Alternative Potential Benefits of Blockchain Consumption; Valuation of cryptocurrencies as an asset and as an individual; The issue of environmental change with regard to cryptocurrencies, etc. However, the authors pay great attention to the triad of problems: disorientation of regulation, price spikes and cybercrime.Item Distance learning opportunities for academic writing course at MBA program (case of Ivane Javakhishvili Tbilisi State University)(Kyiv National Economic University named after Vadym Hetman, 2022) Lekashvili, EkaItem For the actualization of scientific study on new industrial policy(Ivane Javakhishvili Tbilisi State University Press, 2018) Lekashvili, EkaIn pursuit of neoliberal policy in Georgia has failed to provide successful economic transformation and development. Systematization literary sources and approaches of research shows that in the period of transformation in Georgia the question on the role of government and the effectiveness has not been raised due to a number of factors, in particular, unprecedentedly high level of participation of the state during the socialist authoritarian system and the inefficient economic system, which as a negative experience is critically, discussed the academic circles and political elite; Dominant economic order in the world and in Georgia too, which aimed at spreading neoliberal ideas and thus restricted the role of government in the economy; Non-qualified and subjective judgments of the systemic reforms. Transformation process and its theory require revision and impartial evaluations; employment of public servants in key government positions who lack the skills of matching new circumstances (such as new geopolitical space, economic ties, membership in organizations, economic openness, etc.) and public governance skills (such as coordination, time-related compatibility) etc. Investigation of the topic brought to the conclusion that among the challenges of management of innovations in teaching economic science the important one is the issue of exploring and learning pluralist economic theories, offering interdisciplinary courses, teaching economic history, industrial economics, entrepreneurship and the modern information technological components, without which effective integration with the world market is unlikely. The process of implementing the innovative approach to teaching economic science should be aimed at preparing competitive employees who can perform successfully in the areas of both theoretical and applied economics.
