That is why in this paper we tried to clarify what exactly is meant by „small and medium-sized business. We primarily support the view that an enterprise belongs to the SMB sector if it meets the criteria for classifying entities of SMB’s in a particular country. However, the criterion threshold is based on the indicators of the country’s economy and companies’ development at this stage and is in line with European criteria for processing of statistics. However, the author emphasizes that the small enterprise defined by the methodology of the National Statistics Office of Georgia is a broader concept than the status of a small entrepreneur recognized under the Tax Code. This can lead to serious misunderstandings when implementing and evaluating different programs. That is why, within the framework of the reform, it is necessary to harmonize and unify the different definitions of small and medium-sized businesses used for tax and statistical purposes. Through the old and the new methodology of the EU indicators and comparative analysis of the relevant parameters of small and medium-sized enterprises in Georgia and the EU countries the article shows that the essence and significance of a small business is manifested in its functions, the priority of which, due to the socio-economic problems of the country, is changing in time and space. The stages of development of small and medium-sized enterprises in Georgia during the transition period to the market economy of Georgia are chronologically analyzed. The belief that legal small business formation in Georgia began in the 90s of the XX century is rejected. The point is that the first stage of the legal regeneration and formation process of legal small business in Georgia, albeit in a limited way, began even in the period of so-called „perestroika,„ in the form of the legitimacy of individual labor activities and cooperatives. This process has become increasingly sophisticated during the transition to a market economy and as a result small and medium-sized businesses have taken the modern form somewhat, but the process of its development and perfection still continues.Item Middle class in Georgia: the situation, challenges, opportunities(Ivane Javakhishvili Tbilisi State University Press, 2021) Samadashvili, UshangiThe present paper presents the essence and significance of the middle class; The urgency of forming a middle class in Georgia is substantiated; The main criteria for identifying the middle class are identified; The size and structural elements of the Georgian middle class are determined according to the selected criteria; Characterized by middle-class dynamics and condition before and after coronapandema; Opportunities for increasing the quantity and quality of the middle class in Georgia have been identified and suggestions and recommendations for their effective use have been developed.Item The role of women in the inclusive growth of Georgian economy(Ivane Javakhishvili Tbilisi State University Press, 2023) Samadashvili, UshangiThe article substantiates that the best means of general and differentiated well-being of society in modern Georgia is inclusive economic growth, i.e. universal involvement in the economy, which is hindered by the asymmetric development of labor and entrepreneurial activity in a gender context. The purpose of the study is to use and strengthen the economic potential of women by stimulating their labor and entrepreneurial activity. On the way to the goal, the essence and significance of women's entrepreneurship in the inclusive growth of the country's economy is determined. The most important motives for starting women's entrepreneurial activities and factors hindering development have been identified. It is shown that the restrictions imposed against the spread of the pandemic and the associated economic downturn affected women more than men. Based on international experience and our own vision, proposals and recommendations have been developed to minimize and eliminate the causes and factors hindering the development of women's business, the consideration and effective implementation of which, we think, will have a strong impact on gender equality, on the activation of women's labor and entrepreneurship in Georgia, i.e. on inclusive economic growth and, accordingly, on the general and differentiated well-being of society.Item Ways of rapprochement of Georgia’s economic development level with the European Union(Ivane Javakhishvili Tbilisi State University Press, 2018) Samadashvili, UshangiIn work, A low real per capital gross domestic product or an insufficient standard of living of violence and a serious gap from the European Union are shown .On the basis of the appropriate calculations and the method of abstraction, it is justified that in order to get out of this situation and a rapprochement towards the European Union, it is objectively necessary not for an annual three percent growth of the economy, but for higher rates, stable and long-term growth. The main priorities of accelerated growth are defined. The proposals and recommendations that we consider will help to accelerate the economic growth of the country.
