Item Crypto-currency: current situation and prospects of development(Ivane Javakhishvili Tbilisi State University Press, 2018) Sichinava, Demur; Magradze, MurtazPresent article is dedicated to the issues connected with the terms and history of crypto-currency appearance, need to release this currency and to get the resources required for it, i.e. essence and the ways of its mining; also, the issues of legal provision of all this. The article analyzes the conditions of crypto-currency appearance and characterizes the current situation concerning its spread and use in the world. It is concluded that the process of crypto-currency creation is characterized with the tendency of growth and is an especially positive and good phenomenon for development of electronic money, which will definitely cause the need to pass to the world single crypto-currency. Specially is studied the first and major form of crypto-currency – bitcoin, its characteristic features, condition of use and perspectives. The article analyzes in details essence and the ways how to obtain the crypto-currency. The terms are studied on the basis of which in different countries of the world the use of crypto-currency is legally permitted, prohibited, or not allowed, but at the same time not regulated. According to the authors, after the resources for crypto-currency emission are exhausted, the process of crypto-currency circulation will, presumably, continue. In their opinion, it is not excluded that it may become the only unit of money in the country and in such a case only the state will regulate it according to the gold reserves being at the disposal of the state. The authors predict that in the nearest future only several tens of crypto-currency will remain at the crypto-currency market. For example, the countries of European Union (EU) will have one kind of the crypto-currency. Other countries will have another and so on. This will, probably, lead the mankind to the circulation of single crypto-currency.Item Cryptocurrency Bitcoin exchange rate change and problems of its circulation perfection(Georgian Technical University, 2020) Sichinava, Demur; Maghradze, MurtazThe article is dedicated to the problems of cryptocurrency bitcoin exchange rate formation and improvement of its circulation process. It characterizes the factors affecting the price: demand and supply, issue, cost of production, legislative regulation, information background, competition between altcoins in the cryptocurrency market, “burning” of coins and a group of people, so called “Whales”. It analyzes the existing systems and approaches to funding tuition fees at universities in the former Soviet Union, Europe and the United States. Shortcomings of the current rule on the distribution and use of state grants are shown: low motivation to study, social injustice in the education process, unrealistic autonomy of universities and faculties in the distribution and use of state grants, a high likelihood of committing a crime by students who miss lecture-seminars and others. Various possible options for tuition reimbursement are analyzed. The views of education system experts and leading specialists in the field of education and science on the issue are discussed. An authorial model for the distribution and use of the state education grant is proposed and the advantages of introducing this model over the existing model are highlighted. The following measures are proposed to improve the distribution and use of the state education grant: The state education grant should be distributed according to the results of the Unified National Examinations. All students enrolled in the University in the first semester of study should be equally awarded a scholarship, the amount of which should not be less than the minimum amount of the state education grant. Scholarship scheduling should be done according to the results of the first semester exams differentiated according to the students’ academic performance and professional directions. The GPA system of knowledge assessment should be taken as a basis. The proposed activities are expected to increase the motivation to study, a large number of students will try to obtain and maintain a state study grant, social justice will be achieved in the process of distribution and application of grants, scholarships will be awarded only to students with high academic achievement under the GPA system. As a result of decentralization of distribution and use of state education grant, universities and faculties will be given real autonomy in the distribution and use of state grants, will be improved discipline, increased student attendance at lectures, greatly reduced students crime, and most students will be forced to get involved maximally in education process.
