Item Climate change uncertainties and economic growth(Ivane Javakhishvili Tbilisi State University Paata Gugushvili Institute of Economics, 2022) Bedianashvili, GiviThe work presents the challenges related to the uncertainty of climate change under the modern features of globalization. The global nature of the problem of climate change is analyzed, and the negative dynamics of climate change in Georgia and the neighboring countries of the Caucasus in recent decades – the tendency of the average annual temperature to increase. Decarbonization is highlighted as the urgency of transitioning from fossil fuel-based energy resources with zero carbon emissions to fuels based on renewable energy sources. It is noted that the use of renewable energy sources reduces the emission of greenhouse gases, and ensures a substantial reduction in the level of air pollution in cities. Taking into account the growing trend of climate change uncertainty, based on the requirements of ensuring sustainable development, the great importance of correct determination of the relationship between climate policy and economic growth is noted. In addition, sustainable development should mean systemic sustainability of the economy, social sphere, and natural environment in the format of the concept of green growth.Item The COVID-19 Pandemic, Globalization and the Socio-Economic System of the Country (Macro Aspect)(Ivane Javakhishvili Tbilisi State University Press, 2022) Bedianashvili, GiviThe paper discusses the socio-economic challenges and their systemic features in the conditions of the COVID-19 pandemic as in the context of global as individual countries. The significant effect, such as increasing socio-economic uncertainty is analyzed. The research shows that in the conditions of increasing uncertainty it is necessary to strengthen the complex continuous forecasting-analytical activities due to the peculiarities of the socioeconomic system of the country, both at the macro-systemic level and at the level of the private sector. It is noted that the experience of the pandemic period has shown us the great importance of an effective mechanism for the formation and implementation of socio-economic policies aimed at challenges and solving relevant complex problems. This policy, with the involvement of relevant institutional factors, should contribute to the long-term sustainability of the community. Under these conditions, the most important thing for any state is to ensure the sustainability of the functioning of the socio-economic system of its country. In this regard, the systematic presentation of the cultural factors of the country's economic growth and entrepreneurial activity based on modern challenges and its effective use is relevant today. In the paper, based on a systematic approach, such factors as cultural and value characteristics are distinguished. The challenges associated with the increasing uncertainty of climate change are discussed. The negative impact of the climate change problem on economic growth is analyzed. In response to digitalization, as one of the post-pandemic challenges, the importance of developing human capital focused on the requirements of the future is noted. in connection with the expectations of increasing uncertainty, one should consider the stress factor, which has a significant negative impact on the decision-making process. "Become digital or die" is the reality of the COVID-19 epidemic. Companies that will survive in the long run - those that have the best tools that allow them to be flexible, agile, agile; those who are better than others will be able to respond to changes in the product range, control and monitor their factories, regulate supply chains and will be able to use their workforce really anywhere. Mixed research methods were used to analyse the data. The theoretical and methodological basis of the study were the dialectical method of cognition, a systematic approach to the use of general provisions of economic theory. According to the research results, despite the serious positive transformations in the field of digitalization, there are a number of current and significant unresolved issues in the industry. It is established that the digital economy in Ukraine and Georgia, despite a number of existing problems, is developing dynamically. Organizations in various sectors of the economy are beginning to actively implement digital solutions, taking into account the specifics of their activities. Innovation is the engine of economic development, so attempts are made to find and create the most appropriate forms of organizational associations of innovative enterprises, alliances, within which strong cooperative ties can be established. First of all, it is necessary to reveal the specificity of the globalization process itself, which determines the features of the functioning and development of the socio-economic systems of the world and individual countries, new requirements and challenges for human capital in the context of economic growth. In addition to the already existing features of globalization, it is necessary to take into account the specifics of small countries. The research showed us that it is acceptable to take into account that small countries are distinguished by different mechanisms of functioning and the development of socio-economic systems. The purpose of this study is to systematically analyze the relationship between human capital and economic growth in small countries, and to develop separate recommendations for Georgia, taking into account health, education, and skills. The methods of induction, deduction, qualitative, quantitative, comparison, statistical analysis, and benchmarking were used in the research process. The research itself included the processing of existing literature, the search for statistical data (including with the direct help of the National Statistical Service of Georgia), the sorting and quantitative analysis of the data found, as well as the consideration of expert opinions within the research. Source of statistical data: International Monetary Fund (IMF), World Bank (WB), and United Nations (UN), as well as materials of the National Statistical Service of Georgia. Econometric research methods and Artificial Intelligence (AI), in particular, Machine Learning (ML) models were used. The modern world globalization process encourages humanity to reconsider the role and importance of the entire system of upbringing and education in the development of public potential and the formation of a progressive civilized public mentality corresponding to the 21st century. In the context of modern confrontational globalization, the concept of human capital is still relevant and of great importance. Human capital refers to people's knowledge, skills, experience, education, and talents that can be used to create tangible and intangible value. Confrontational globalization is characterized by tense relations between states, competition, and political and economic conflicts. In such a situation, it is important to develop and attract highly qualified human capital to ensure competitiveness and sustainability in the face of global competition. Human capital becomes the main resource that determines the economic growth and development of the country in the period of confrontational globalization. It is important to invest in education, science, and innovation to develop citizens' skills and knowledge. This will help create a highly qualified workforce that can compete in the global labor market. In the context of confrontational globalization, the concept of human capital is still relevant and of great importance. A preliminary empirical analysis based on econometric models shows that individual expenditures on the development of human capital cannot affect economic growth, which may be due to the nature of the long-term effects of expenditures, as well as the inefficiency of their structure. It should be noted that it is important to develop social infrastructure, including the health system and social security, to ensure human well-being and development in the country. Healthy, educated, and motivated people can work efficiently and contribute more to the economic growth of the country. Preliminary empirical analysis based on machine learning indicates the relatively weak role of the first level of professional and higher education in the incomes of workers, which indicates the relevance of the qualitative development of the relevant institutions; The status and prestige of the professional education system, which is considered secondary compared to general and higher education, must be increased. It is less relevant to the population of the country and is considered a separate part of a single education system. The educational reform, including the radical transformation of the professional education system, should be implemented in the complex of joint development of the secondary, professional, higher education and scientific education system. Due attention should be paid to further development of work-based vocational training methods; In order to strengthen the impact of human capital on economic growth, it is important to develop the Georgian labor market, its infrastructure, and a unified information system. It is also necessary to develop a mechanism for labor market research, analysis, and forecasting, which is necessary for training professional staff corresponding to its requirements for the correct orientation of the professional and higher education system. At the stage of confrontational globalization In the context of the growth of uncertainty, in the context of the qualitative development of human capital, it is very relevant to focus on the skills of the future in the training of entrepreneurs and specialists, as well as the development of adaptation skills, taking into account the best practices in the world.Item Public debt and economic growth in small countries under contemporary challenges(Ivane Javakhishvili Tbilisi State University Paata Gugushvili Institute of Economics, 2023) Bedianashvili, Givi; Kokhreidze, GiorgiIn the conditions of modern dynamic global processes, revealing the peculiarities of small countries and their reflection in the context of promoting the country's socio-economic development and ensuring macroeconomic stability is of particular importance. Small countries are distinguished by the presence of relatively different mechanisms of the functioning and development of the corresponding socio-economic systems, which naturally requires the consideration of the mentioned fact when considering individual economic problems. The role of the socio-economic systems of small countries is increasing in the light of new challenges and today's confrontational globalization, when the issue of the country's sustainability, the topic of economic security and the need to effectively implement various anti-crisis economic mechanisms gain importance. The analysis of gross domestic product in the retrospective period of the economies of small countries shows that their dynamics are heterogeneous. It is worth noting that the response and downturn of the economies of small countries during the COVID-19 pandemic has been to varying degrees, as well as the recovery of economic systems in recent years. According to the change of public debt in the same analysis period, small countries also stand out from each other with a different picture. If we look at the change in public debt over time, it is clearly seen to increase in the first years of the COVID-19 pandemic, albeit with a different size by country. This is due to the specifics of the government support packages for the population of these countries and the non-uniform concepts and institutional provision of state spending to stimulate the respective economies. In the process of analyzing the dynamics of foreign direct investments, more differences are noticeable between small countries, which can be explained both by the different investment attractiveness of individual countries, and by existing problems and challenges of a global nature. Following the decline in economic activity during the COVID-19 pandemic, the slowdown in economic growth and development worldwide has become alarming. Countries were faced with the need to take on large public debt, which further aggravated the economic environment. The pandemic clearly showed us that even developed countries were not ready for an event of this magnitude. History remembers the Great Depression, remembers other less important crises, such as, for example, the crisis of 2008-2009. However, the coronavirus pandemic has made it clear that we are dealing with an entirely new type of crisis. The effects of the pandemic are clearly visible in all three indicators of all the countries we selected. In 2020, when the coronavirus was at its peak, absolutely every country had problems maintaining economic growth. In general, the following scenario would be expected: in the wake of the pandemic, the rate of economic growth would decrease, as economic activity underwent a rather strong transformation. And we know that the initial stages of transformation are characterized by recession, economic failures, and other problems. Accordingly, we assumed that the pandemic slowed economic growth in the countries. Similarly, foreign direct investments would also decrease. It is important to note here that investors would avoid investing due to such force majeure. Therefore, it is logical to expect a decrease in investment flows. We have the opposite picture in relation to public debt. When the mechanism of functioning of the economy is disrupted, it is difficult to establish stability with existing policies. It becomes necessary to take on debt to compensate for the losses that will follow the crisis. That is why it is completely logical that the public debt of all countries increased significantly during the coronavirus period. However, it must be noted that the coronavirus affected countries differently in terms of the extent of damage. This, of course, was caused by the differences between the countries' economies and the peculiarities of their socio-economic systems. Analysis and research of the period of the COVID-19 pandemic showed us that the peculiarities of small countries are significantly manifested in the specifics of the changes and interactions of economic growth, public debt, and foreign direct investment in crisis situations. At the same time, the role of the socio-economic systems of small countries is increasing in the light of new challenges and today's confrontational globalization, when the issue of the country's stability, the topic of economic security, and the need to effectively implement various anti-crisis economic mechanisms are vitally important. The study also showed that autoregressive distributed lag (ADRL) and vector autoregressive (VAR) models can be used in the analysis of economic growth, public debt, and foreign direct investment and in the formation of relevant macroeconomic policies. | თანამედროვე გლობალური გამოწვევების პირობებში განსაკუთრებულ მნიშვნელობას იძენს მცირე ქვეყნების ბრობლემატიკა. ამასთან მიმართებით აქტუალურია მათი ეკონომიკების თავისებურებების გამოვლენა და ასახვა ეკონომიკური პოლიტიკის შემუშავების და რეალიზაციის პროცესში. მცირე ქვეყნების სპეციფიკის გათვალისწინება ფრიად მნიშვნელოვანია მათი სოციალურ-ეკონომიკური განვითარების, კრიზისულ სიტუაციებში მაკროეკონომიკური სტაბილურობის უზრუნველ- ყოფის კონტექსტით. პირველ რიგში, გასათვალისწინებელია, რომ მცირე ქვეყნები გამოირჩევიან მათი სოციალურ-ეკონომიკური სისტემების ფუნქციონირების და განვითარების შედარებით განსხვავებული მექანიზმების არსებობით, რაც, ბუნებრივია, მოითხოვს ცალკეული ეკონომიკური პრობლემების განხილვისას აღნიშნული ფაქტის გათვალისწინებას.
