Abstract
The article substantiates the importance of public procurement in the development of small and mediumsized enterprises, based on bibliographic research, various explanatory theories and hypotheses about barriers are evaluated. On the example of eighteen leading countries, the experience in the field of public procurement in small and medium-sized enterprises is analyzed. The contribution of public procurement to GDP growth is studied by several key indicators, including: awareness of public procurement, level of involvement in public procurement, cash management, tax procedures, access to data, security and others. According to the named indicators, the barriers of small and medium-sized enterprises in public procurement in Georgia are evaluated. The article identifies the main barriers to public procurement, develops relevant conclusions and offers recommendations on perspective for service improvement in this regard.
