Abstract
A common consensus among countries to understand the concept of "blue economy" and to increase the use of the potential of the world's oceans was first achieved within the framework of the UN concept ~Rio+20~ for sustainable development in 2012. In 2015, the idea of the concept became the basis for defining the 14th goal of sustainable development of the United Nations "Underwater resources". The concept of "blue economy" is aimed at the systematic and sustainable development of those sectors of the economy, which are related to the use of the resources of the world's oceans and seas, and expresses the aspiration of the world community, between ensuring ecological security and social well-being of the earth's population.
