Abstract
The main problems related to the formation of government agencies should be solved on the basis of a
scientific approach. Particularly important among them is the formation of the structure of government organizations,
which is based on the exact definition of the management norm. This paper is dedicated to these
issues. As a conclusion, the authors evaluate the situation created in this regard in the Government of Georgia
and give appropriate recommendations.
